Landlord wants to change Utiity Meters

Hi, I'm a letting agent and one of my landlords is insisting that we have the utility meters changed back to Bill type from pre-payment. The tenant doesn't want to change as they prefer to pay as you go, so they know how much they spend on a weekly basis. As the landlord is not paying for the Electric and Gas can they insist on this change ?
