Insurance company ignoring me

dear rla please help?

I own an apartment and the one above severely leaked and the living room ceiling in my flat collapsed.

The property management /building insurance is fixing the caved in ceiling or they say they are because it has been 5 weeks now.

My tennt is now going berserk at me and refusing to pay rent (which i do not blame in a way) - I have called the property company up about 30 times but they are just doing nothing.

Is there anything i can frighten and threaten them with to get them to works?

also on another note, the insurance company have said they will fix damage but it is up to the flat abve to pay for the tenants ruined items. I have knocked on their door at least 20 times tosort this out but they do not bother opening door.

is there anything i can do to frighten the above flat occupier to get my tenants furnishing exhanged?
