Deducting Utilities

Hi, just wondering if anyone deducts outstanding utilities from tenants deposits at the end of a tenancy. As every time a Tenant leaves one of our properties we always have a flood of letters or bailiffs calling regarding outstanding utility bills which I cannot forward to tenants new address as they never give one! The contract the tenant signs state that utility bills must be paid up to date before they leave, but this is something we haven't presumed as yet. Any advice would be appreciated.
