Access to flat above, to fix a leak

I have the same problem as forum poster Petronius Walker who posted
on 5/3/13. The tenant in my flat has been suffering a leak from the flat above for 4 weeks whereby the occupier of flat above will not open the door or reply to letters / any form of communication. The managing agent, Countrywide have been slow to do anything and it's difficult to get response from them also, I wished I withheld my maintenance fee! but too late.
Someone mentioned an injunction, are there no other options? If it is the injunction option then how does one go about this?

Thanks in advance for any help on this matter, getting desperate!
