Prospective tenant with partner suggests only one in contract

We are advertising our property since our tenants are leaving soon. This prospective tenant is being checked at the moment but left his deposit already.
He wants to be the only one in the tenancy agreement but he is going in with his partner claiming that he is fully responsible for the payments.
We are concerned about letting the keys of the flat to somebody not checked. What is your advice?

We were thinking of accepting this but get the partner checked at least for ID. Would that be acceptable and would we be covered if something happens, or is it better not to accept this kind of deal?
