Notice served by environmental health

I have a tenant on a shorthold tenancy which has now expired and the section 21 notice was given but the tenant failed to leave. Tenant also has rent arrears. Tenant refuses to make contact for me to gain access. I have now been served with an Improvement notice from the environmental health which the tenant arranged. I am only the executor of my late fathers estate and have no intentions of doing any work as the tenant should have left back in June 2013. The EH have advised that if I do not come up with a timescale for the work they will serve an improvement notice @ £462. They are fully aware of the position with the tenant. Any advice would be appreciated.
