Water Damage from Flat Above

A few months ago one of my flats leaked into flat below. Without blinking an eye I offered to cover the costs of the landlord below for re-dec and carpet damage. This was not an insurance claim...simply a moral issue with regards to personal responsibility and fairness.
Last week I was the victim at a different address of being leaked into from the flat above and the landlord is saying 'hard luck ...claim on your insurance'. I do not insure any of my properties. The block mgt insurance also doesn`t cover this. Do I have any legal recourse or do I simply have to accept such apalling behaviour?
