Tenant refusing access

I have a tenant that is refusing to let me access the property to do an inspection. He has also refused on the last two occasions to let me into the property. A section 21 has been issued and possession was required 14/1/14, however tenant has refused to vacate. Court papers have now been done. Do I have any legal rights at all to go into the property, if tenant is refusing to give me permission? Or will I have to wait until the court process has been finalised and bailiffs attend?
