Tenants with baby in HMO property

I have tenants who have had a baby, and have not moved out yet even though they assured me that they would. So I have served a Section 21(4) Notice to the tenants, stating that possession of the property is sought on the 26th of February, but they are waiting for accomodation. They applied to Wandsworth Council for accomodation after having the baby in December 2013.
In December 2012, The Private Housing team of Wandsworth Council served me an Overcrowding Notice for having two people sharing one room in a my rental property which is an HMO. The only reason this couple were allowed to stay in the house was that they are a couple.
Now I am baffled that the same council is delaying in provding housing to this couple and threatening us to not evict this couple, despite serving an Overcrowding notice. How is it that despite being part of the same Housing Department, there is no coordination on this. My concern is that since Wandsworth Council served the Overcrowding notice last year to prevent Health and Safety issues, how is it that the same council is allowing the other tenants to be disturbed by a new born baby crying all night?
Can you advise what I can do about this?
