Tenant changing BT electricity meter

My old tenant recently checked-out of the flat and I found that she had arranged with BT to change the electricity meter to a key-type meter without previously informing me. The new tenant who has moved in has asked to have the original meter re-installed again. If there is a cost involved to re-install the meter, can the cost be claimed from the previous tenant? (her deposit has not been released yet). I appreciate any advice. Thanks.
