Bed Bugs Problem

My tenants moved in July 2013 in my property and were provided with new furniture at move in. The property has no carpets and all the flooring is laminated. They are now complaining that they have infestation of bed bugs.
Could you please tell me:
a)Who is responsible to clear this problem
b) Am I supposed to provide new furniture including the bed
Any other input would help.
