Leak from above flat

Looking for advice............
I have just read a string on leaks from flats above, which is my issue BUT:
Both me and my tenant have left notes with contact numbers etc through the door of the flat above the same day the tenant noticed the wet patches.
This is now been on-going 10 days and there is still wet ceilings/walls with no sign of stopping. I have spoken to the maintenance agents who told me its nothing to do with them and contact the above flat owners. I have asked them to contact the owners to make them aware and have had a few email back and forth but not much help.
I think the flat maybe empty or they maybe away and would have thought the MC would deal with the problem.
Now I am not sure but I maybe able to turn off the water in the riser. Should I inform the local EHO as my tenant is getting touchy and I am not sure where to go next apart from breaking their door down ;-(.
