Joint tenant wanting to be taken of tenancy

Hello,

I was after some advice as a Local Authority member.

We have had a tenant who wishes to be taken of a joint tenancy, I believe the tenancy is periodic. We have given basic advice and said if they are wanting to leave they can give a months notice etc but the landlord is saying they owe arrears and if they give him a notice he will just tear it up?!

Any ideas would be great!
