Black mould

I purchased a buy to let 18 months ago and it has been plagued with black mould. The tenant keeps turning extractor fans off, which is not helping. Although the de humidifier seems to help.

First question, does putting the modern type air vents in that stop draughts, work? Its a 80 year old house with no cavity.

Second question. I have cleaned the place with strong bleach, can anyone recommend a good fungicidal wash to kill the spores?
