I have converted the cellar into a utility room in a house I am converting to a HMO. There will be 6 beds over two floors with a shared Kitchen and shared Lounge in addition to the cellar utility room. Does the cellar conversion constitute a third story and therefore mean that I fall into mandatory licensing?
