Who to name on the tenancy agreement

We have 2 prospective tenants, not youngsters, wanting to move into our property. They haven't lived together before. Her sister, a home owner with a good credit history is willing to be guarantor.

The man has a really bad credit rating with many active CCJ's.

My question is, do we put him on the tenancy agreement with her (which we now don't really want to do), or do we name him as having our permission to live there, or do we leave him off the agreement completely?

If we name him as having permission to live there does he have a right to stay if she leaves? Is he a squatter or would we have to go through the eviction process?
