Council unscheduled visit

I had applied for a selective license for my 3 storey ( Ground, Ist & 2nd floor loft ) house. All of a sudden council (Newham) turned up one day without any notice to my property along with Police & Immigration official. I was not in the property. Can they make such visit without any prior notice ?
