Tenant will not pay rent increase & says will move out, but has not after 5 months!

Hey Guys,
I hope you are all well.
I wanted some advice.
I have a tenant that has been with me for a few years, always paid on time, no problem, but I would say we have a strained relationship.

they are on a rolling contract, I have asked for an increase in rent.
they have refused saying the rent is too high and they will be moving out.
the rent in my opinion is well below market rates.
it has now been 5 months and they have not found anything despite my gentle reminders.

they are paying the rent, but at the old rate.

I suspect they can not find somewhere else or are not looking because the current rent is so cheap.

what are my options?

accept they will only pay the rent at the lower rate?

evict them?

Ask them to pay the new rate and when they find somewhere new they can leave?

Can I legally make them pay the new rate?

any help would be greatly appreciated.
