Problems with long leaseholder

I have a flat where I own the Freehold of the property. I manage the ground floor flat as Assured Short hold tenancy and the upstair flat is sold on Long Leasehold.

The long Leaseholder wants to built the room in the loft. And also want us to carry out the work in the roof. I am happy to carry out the work in the roof but the money to the contractor need to be paid in advance. When I asked the long leaseholder for the money in advance he has refused to pay so. Can he do that?

Also I do not want him to build the room in the loft as I believe the roof space belong to the freeholder.
