Liability for Council Tax

We have a rental property in Nottingham which has been uninhabitable since flood damage last August. We are still paying Council Tax on the property but we would like to know if there are any grounds for exemption from Council Tax where we can clearly demonstrate that there has been flood damage preventing us from re-letting the property. We are still arguing with NHBC about our claim since the damp proof membrane installed by the contractor has been shown to be defective.
