In the Tenancy Agreement it states - 'Prior to release of any deposit monies to the Tenant, the tenant will provide to the landlord copies of utility bills for the last period...'

However, I have signed a statement to the affect - 'After inspection of the property, the landlady (ME) is satisfied with the condition of the said property and agrees that the deposit can be refunded.
The tenants have agreed to completely renew the lounge and rear bedroom vertical blinds before the termination date.

(I didn't take a month's rent or ask the tenants to give me a month's notice to terminate the tenancy as stated in the tenancy agreement, also I didn't charge them an inspection fee when leaving as I could have.)
Considering the above:-
1- Am I obliged to agree the deposit be returned to the tenants/their guarantor even though they haven't paid any of the utility bills and debt collectors have been knocking at my door.
2 - Also, am I responsible for tenant's bills if the bills are addressed to Occupier/Owner.
