Water softener and salt - a landlord responsibility??

The house I rented out has a water softener - I left a courtesy supply of salt blocks (which the invenory clerk "missed")
At end of tenancy I docked the tenant £50 to replace missing salt blocks - he is considering proscecution as accoriding to the AST the landlord is responsible for providing all appliances in full working order - he says in that case I should have supplied the salt.
Am I going mad or does he have a case??
