Possession - Section 8 and Section 21

Hi, I have tenants in a property that have mistreated the property, when i tried to do an inspection last week the tenants boyfiend threw us out. Their Housing benefit has now stopped and he is moving out. The problem is that the section 21b was only signed by the boyfriend, and she was not paying enough top- up - does this make a difference. Should i still issue a section 21 to the girlfriend?
