Tenant' s card meter has debt on it which landlord has to pay.

A problem tenant has now left. She had the gas meter changed to a card operated one without my knowledge. Now she has gone, after a court repossession, there is a high debt left. We can't use gas without paying off the debt.
Surely this sort of meter is put in so no debt is allowed?
What are the landlord's rights. Thanks
