Carrying put repairs on our property from a neighbours land

Hi, on Sunday we had a call from the 999 fire brigade to say they had been urgently called to put out a fire in our neighbours garden. The tenant at the property had lit a bonfire and the flames had leapt up and have melted the gutters and soffits on our 3 storey property. We need permission to go onto the neighbours land to carry out the repairs and today he (the owner) flatly refuses any access. Is there anything we can do please? The tenant is not insured and has no funds.
