Signing AST without keys

Hello,

If a landlord signs a tenancy to start in a few days time and the tenant signs also but the keys are not handed over until the tenant has the funds available (Bond/Rent in advance, if this then changes and the tenant no longer has the funds, is the tenancy still binding or is it not binding until the keys are handed over?

If the tenant cannot get the funds and pulls out are they still liable if the keys are not handed over?
