Refusal to sign new contract and guarantor agreement.

I recently gave notice to my letting agency and took over management of my property myself, primarily to save money (10% to the agent, every time there was a problem the agent would hone me up).
The agents letting contract expired on the 26th July, approx one month prior to this we sent new paper work to the tenant (all from the RLA), I visited the property early July and carried out a new inventory, which the tenant has signed and returned.
The new tenancy agreement was (apparently) signed and returned, it has never made it back to me, a number of conversations took place which resulted in a second set of contracts being sent; this was nearly two weeks ago.
I have managed to set up a direct debit with the tenets employer (this was the previous arrangement with the agent), and the agent has return the deposit to me which is now in a deposit scheme.
Both (mobile) telephone numbers I have for the tenet now no longer work, I have left a message with the tenant’s employer to sign and return the contracts.
So a simple switch between a letting agent and the landlord managing the property seems to have created an issue.
What should I do next and what are the ramifications of having a sitting tenant with no contract in place?
