When are Guarantors required?

Hello All,

I am seeking to let a 1 bed (not to students) to a working single or couple and wondered if I should request that they have a Guarantor. Is it the landlord that stipulates that a guarantor is required or the prospective tenant? I understand that students will have guarantors naturally.
