Subletting clause in head lease

I have owned a leasehold flat for 6 years and have let it to tenants for 5 years. The Lessor agent has been aware of this as all invoices for ground rent have been sent to me at another address at which I reside. I have received a invoice for £120 for a licence to sublet and also For another £75.00 registration fee. The lease mentions that I need permission to sublet but does not mention that there is a charge for this. Is this legal? Incidentally my tenant has left and the flat is now up for sale. What should I do.
