I have a situation where the tennent is just in an arrears situation, but he is not living in the property at present. When I contacted him he informs me that he cant move back into the flat untill he can afford to pay off the arrears on the gas and electricity meters.

In the meantime the flat has been left empty with no heating or lighting for 3 weeks. When I went there today to see if the tennent had moved back I found the the door to the flat was open, but nobody was there.

I would like to know how what is the best way to deal with this situation.
