Tenant complaining of fleas

My tenant has just telephoned me to tell me that her 3 year old child has fleas and has been to the doctor and has been subscribed antibiotics. The tenant has informed that pest control have gone into the property without my permission and done work. The tenant is saying that she cannot live like this. My previous tenant never had any pets and never complained of fleas. This new tenant has only been there 1 month. What should I do?
