Council versus Judge?

If a Judge issues a re possession order, why does the council go against his judgement and insist the tenant remains in the property until we have to go for the more costly and time consuming route and call in the Bailiffs? Isn't the judgement enough? I thought that judges had the power not the council?
I'd go as far as to ask is this legal?
