I may of ask this a while ago but forgive me. I think the housing benefit rules changed a while ago to say even if landlord is being paid direct it is the tenant who will be liable for any overpayment.

Is there a reference for this I can quote the change. On my online landlord portal with the council there is a £208 invoice set up for me and they have withheld a £440 payment, so I'm not a happy landlord.

I want to go in and say since change to regulation "XYZ" I am not liable
