how long to work out top up?

I have a tenant who started working 16 hours per week. Great. 10 weeks ago. She claims that she still does not know whether she will have to top up her housing benefit which is paid direct to me, except it has not been paid for....10 weeks.

Is this plausible that does not know hoe much they will pay and how much of the rent she has to pay after 10 weeks?
