Guarantor and Witness signature when Guarantor is overseas

I have a student who wishes to provide her sister as a guarantor. But her sister (Guarantor) is in USA at the moment. Can she print the guarantor form, sign and get someone to witness her signature in USA and send it back as a original hard copy of signed and witnessed wet signature back to me in order for it to be valid?
