Mortgage Agreement restricting Tenancy to 12 months

We are applying to remortgage one of our properties with Birmingham Midshires (Bank of Scotland) and one of the conditions is restricting Tenancy to 12 months. Is this legal? If it is why do we keep hearing criticism of Landlords when it the Banks that are restricting the length of the tenancies? We are currently just over a year into a three your tenancy and they have told us we need to make a new agreement for 12 months!

Is the NRLA addressing this with the Government or Banks?
