Rent guarantee for (a) DHSS tenant or (b) Tenant placed by local authority

Rent guarantee: Historically, I have also had private tenants into my property. However, just now I have had a tenant placed into the property by the local council (via a company called Capital Letters) who said that I was not allowed to show any prejudice to any tenant who is DHSS. I am told that the tenant will apply for universal credit. On one of the websites where I can apply for rent guarantee there is an options where they asked do you have a "DHSS tenant" or "tenant placed by local authority". These appear to be the same type of tenant. Do you know what is the difference? (Q2) what are the likely issues that may arise from trying to get a rent guarantee on a DHSS tenant?
