What are Ttenants rights after fire destroyed home

The property was destroyed by fire due to tenants' tumble drier. The fire brigade declared the property uninhabitable. There is no water or electricity and ceilings are burnt and collapsing. The tenant doesn't want the insurance company loss adjuster into the property without him being there due to his damaged possessions still being in there. His tenancy agreement states that no rent is payable after the property becomes uninhabitable which the Insurance co interprets as " the tenancy has ended due to a peril incident and the tenant has no more rights" so they are changing locks to prevent anyone access due to danger. Are they right? Can the tenant insist on access times or prevent access?. He has been given 7 days to remove his possessions before locks are changed. What are the tenants' rights? Is the landlord acting unlawfully in allowing the insurance company to change the locks to keep the tenant and anyone else from entering the hazardous property?
