Freeholders not sharing the repair bills for the building.

Hi all,
I have been a freeholder of a building that has five flats and require selective licence etc. Not all the flats are rented out. Two are owner occupiers and don't understands the licencing regs stipulated by local council. All five are freeholders and equally responsible. How do you go about making sure that each pays his/her dues when repairs, maintenance has to be done. They think that it is nothing to do with them as they don't rent their flats. Any help will be appreciated.
