Accessing & clearing a room for health hazard reasons

A tenant who has been served S8 notice has not been seen in 4 days. However, he left his room open and the other tenants say you can see that he has been defecating in the room (a lot, according to them). As it is at least 2 months until court for the S8 and even an abandonment notice will take some weeks, - both are too long to leave such a health risk. I want to get bio-hazard cleaners in to strip the room but...can I?
