Hi team,

I have a 4 bedroom flat with 2 bathrooms, I have a potential tenant that wishes to rent with 3 people:

x Couple (who are common law partners)
x Single Person

Since this couple are common law partners will I still need a HMO license to rent to these 3 individuals.

The flat is located in the Borough of Tower Hamlets.
