Can we insist on tenants removing clutter

We have some lovely tenants in the agreement which sand we have no issues except that the amount of clutter makes it near impossible to carry out inspections and our electrician was unable to carry out the statutory testing. We have concerns about access in the event of repairs being needed and specifically if there were a flood in the property. The garden is in the same state. They acknowledge that they need to reduce, and keep saying they will, but it doesn't happen. Is there anything more we can do?
