Tenant claims he’s not liable to pay rent after refusing to sign agreement?

As tenant did not sign tenancy after agreeing rent, he said he’s not liable to pay rent because he did not sign the document. Is it correct that he’s then liable to pay occupancy value aka market rental value since he failed to honour the agreement, disagreed the rent that he earlier agreed. If so, how does one provide the Court with year on year rental values from the start of tenancy 2019 to next Hearing Date? Is there a precedent for this kind of Litigation?
