Barking & dagenham - Licensing application

It has been 3 months since applied for selective licensing with barking & Dagenham council. Status shows as "submitted". Would it take such long time for council to process the application ? Is there any time scale for them to process ? If not when as a landlord can start letting the property after submitting an application ?
