If every bedroom in an HMO has it's own en suite they are classed as a single dwelling??

It has been brought to my attention that if every bedroom in an HMO has it's own bathroom they are classed as a single dwelling which means every room has to pay council tax.

There is a property I was planning to view did some digging and on gov.uk you can see each 'room' has their own council tax bill. This is in the borough of Lewisham.

Is this correct?

Supposing the dwelling has 5 rooms, 3 have en suites and 2 don't. Do the 3 with ensuite's pay individual council tax?
