Section 21 validation

I have had a tenant on a AST since 2/2019 who is niw on a rolling minthly contract.
I issued a section 21 notice on 28.2.22 with a leaving date of 7.5.22 as i want to sell the house.
The tenant hasn't paid their March rent due 31/3/22 and has ceased all contact with me.
They have previously said they wants to be evicted so they can get emergency council housing.

In 2020 the gas company who provide me with my gas certificates didn't carry out a service because of covid safety issues but i have certificates for every year apart from that one.

I have been a landlord since 2008 and I don't have an electricity certificate for the property yet, again due to covid restrictions.

When i apply to court for an eviction, as i think i will have to, will my section 21 be valid?
If not what process should i start instead?
