Is the PRS caught by the promised Social Housing Regeneration Bill?

I listened to the reading of the Queens Speech & to the fleeting reference to the Gov's promise/proposal to ''strengthen the rights of tenants''. Unlike the wealth of other announcements made, there were no supportive details, so I looked on-line to wade through the Notes to Parliament for each item in the Q's Speech.

The Notes explained that the proposed reform [described as the Social Housing Regeneration Bill] was aimed at HA's & SociaL LL's. Hurrah, couldn't agree more with that BECAUSE the WORST dog -kennels I've seen have been in those sectors. The PRS wasn't mentioned though, nor was I able to track down any reference to the PRS nor S8 V S21 proposals in those parliamentary notes.

I read the NRLA's gloss on the QS.....my question colleagues WHERE can I read about the inclusion of the PRS in formal notes, or formal announcements about S8 V S21?
Read the opinions of the NRLA & other pundits.....didn't hear what I thought I was going to hear in the QS, re the above.
Any enlightenment out there colleagues to erase my confusion?
