border fence dispute

My rental property has a shared ownership fence with a neighbouring rental property i.e. the deeds do not allocate responsibility for the border fence.

Some of the panels were damaged during the storms earlier in the year. I've contacted the neighbouring landlord and shared a couple of quotes for repairing the fence, but he has been unwilling to engage.

His tenant has a dog who now has access to my garden through the broken fence.

Anyone had experience in resolving this type of dispute. Would the council have any authority? Do I have any legal recourse?

I can of course just repair it myself, but the cost would be £800 ish and the border is very long so I would be setting myself up for more expense in the future.
