8% asked to leave by Landlord

“More than a fifth of private renters who moved in 2019 and 2020 did not end their tenancy by choice, according to the Government, including 8 per cent who were asked to leave by their landlord.”

I have read the above paragraph on numerous sites and have to say that I don’t really understand it.

If they didn’t end the tenancy by choice then presumably they were all asked to leave by the landlord (ie S21), so what does the 8% figure actually refer to? Is 8% the percentage that left when asked (ie without going to court) and the remainder the amount that waited for an possession order/eviction?
