Pet Agreement - Professional Cleaning

We have a tenant whom over 12 months ago requested a Pet - Cat.
We agreed but stated in a Pet Agreement at end of tenancy we do require professional cleaning of the property at the time this was agreed to be organised by the Tenant.
As per the "Lets with Pets" documentation / advice on their website.

Tenant leaving next month can we insist the property is professionally cleaned ?
This is not classed as a Tenant Fee of any type ?
Small pet cat - we are advised by Cleaning companies to use the minimum cleaning carpets / fabric sofa using a Hot Water Extraction method rather than a dry clean to remove traces of fleas / mites.
Any advice on this topic, much appreciated.
